That’s a good question because no one really knows.
But I can tell you he is not playing Dr. Hugo Strange. At least that is what batman-on-film.com is reporting. This is a site that I trust a little more than I would any other Batman site because the site does not report every little rumor that flies around unless they can back it up with fact. The site director has a pretty good relationship with the folks over at Warner Brothers, and they will usually confirm or deny rumors that he asks them.
So this still leaves us to our question of who is Tom Hardy playing in The Dark Knight Rises? Well if you go back to my article that I wrote here, I still stand my theory that Hardy will be playing the police detective that is assigned to hunt down Batman. That is if Nolan is following that storyline.

im not really suprised that he wont play hugo strange,i didnt think he was going to...that doesnt mean that hugo strange might not be in the film though...ive got a feeling its going to be deadshot or hush..everybody saying black mask..and i agree nolan can make things 'work' but in reality how would he do black mask..the guy had a black skull for a face...the only way i think he could do black mask is if he had make up on(joker ish) or a mask or hood type of thing (scarecrow ish )..hush has been pushed back in the rumors ive noticed maybe it could be him..but who knows guys it could be someone we dont expect at all...i personally like catwoman but not for the next film...just my opinion..ive seen alot of people talk shit and start arguments on comments like this to which i think is mad as fuk haha anyway peace...mannahz
Glad that Strange looks to be a non-entity in this movie. He's always been more or less a bit player in the Bat-universe, IMO. What I hope this means is serious screen time for Black Mask, whose could be monstrous if Nolan-ized.
I wouldn't doubt if Nolan creates a new character or if there is no main villian rather the whole city becomes over run by the mob and literally the entire population is half good and half bad

hardy will either be bullock or black mask, but since he shaved his head, who knows? maybe its to help with the black mask, but i was really hoping for bullock, because with talia al ghul being in the movie, id say bullock will have a female partner. or they could be just choosing a love interest for bruce and a female for talia, i hope its bullock and black mask together
