Apparently Michael Bay is pursuing Frank Welker to voice Soundwave in Revenge of the Fallen.

“I think I’m going to pursue Frank on Soundwave.” – Michael
So for fans hellbent on having the original voice cast, and Welker in general, your prayers might be answered.
I’m pumped regardless, let’s just hope for more Bumblebee and less shitty sub plots.
